QR code in a pandemic: who can get it and how

On November 15, it became known that bills on the mandatory introduction of QR codes on transport and in public places of the country were sent to the mailing list for discussion to the regions, to the Public and Accounting Chambers, the Federation Council until December 14 inclusive. If the laws are adopted, it will be necessary to present a QR code to travel by planes, trains and intercity buses, as well as to attend mass events, cultural institutions, catering and retail facilities.

 

At the moment, the QR code system has already been introduced in all regions of Russia, it works almost everywhere, it will come into force somewhere in December. So far, there is no single list of places in the country, the entrance to which is available by QR code, in different regions the list is determined individually.

 

Who is entitled to a QR code?

In Russia, QR codes are available to three categories of citizens:

 

vaccinated against coronavirus with Russian vaccines;

 

officially ill with covid during the last six months;

 

who passed a PCR test for the presence of coronavirus infection and received a negative result in the last 72 hours.

 

In all cases, the code must appear in your personal account on the portal "Public Services", Muscovites can get it on the website immune.mos.ru .

 

All Russian coronavirus vaccines are currently unavailable for vaccination to minors. Only a child over 14 years old who has a passport and has confirmed an account on the portal "Public Services" can get a QR code for a sick person in his personal account.

 

The new draft laws on codes, which are currently under consideration in the Duma, provide that those under the age of 18 do not need to receive QR codes at all, but so far no centralized decision has been made in the country.

 

How to get a QR code?

For vaccinated

 

To obtain a certificate for "Public Services", it is important to provide a passport, SNILS and an MHI policy at the vaccination point, make sure that the data match those specified in your account. After completing the vaccination course, a certificate with a QR code should appear on your portal, in the Public Services application and in the Public Services STOP Coronavirus application within three calendar days.

 

Certificates of vaccination with the drug "Sputnik Lite" are formed on the portal of public services 21 days after vaccination - when immunity to covid is formed in the body.

 

For those who have been ill

 

If you have been ill with coronavirus for the last six months and have a confirmed account on Public Services, you will receive a certificate of the disease COVID-19 and a QR code, you will not need to do anything else.

 

Important: in order to receive a QR code, the fact of the disease must be entered in the federal register of those who have had covid. If you have not seen a doctor or have been ill asymptomatically, you will not be able to get a QR code about the transferred illness.

 

For those who have passed PCR

 

Make sure that the laboratory where you take the analysis transmits the information to the "State Services". You must have a confirmed account on the portal, and provided that you have agreed to transfer information about the results of the test to "Public Services", the result will appear in your personal account within a day after the analysis.

 

What should I do if the QR code assigned to me did not appear on the "Public Services"?

For vaccinated

 

The portal "Gosuslugi" reports that up to 20% of users face problems with obtaining a certificate due to delays or errors during receiving information from medical organizations. If there is no certificate in due time, follow the following algorithm:

 

In your personal account, check the passport and SNILS data and the status of your account — it must be confirmed.

If everything is correct, submit a complaint via the feedback form. Upon receipt of a complaint, a temporary certificate with a QR code is issued. It is valid for 14 days and is canceled after receiving a response from the department.

If the problem could not be solved, contact the medical organization where you were vaccinated and specify what data about you are included in the register of vaccinated. You need to check: full name, SNILS, passport and date of birth. In case of an error, ask the organization to correct your data and resend it.

For those who have been ill

 

The portal "Gosuslugi" recommends: "If you have been ill with COVID-19 and you have an official diagnosis (ICD-10 codes U07.1 and U07.2), but do not see information about the disease in the application "Gosuslugi STOP Coronavirus", leave an appeal in the feedback form. Carefully read the hints on the form and try to provide as much detailed information as possible. This will help resolve the issue as soon as possible."

 

For those who have passed PCR

 

If the QR code does not appear, you can send a complaint in the feedback form on the portal "Public Services". Select the subject of the message "QR code of the PCR test".

 

How to get a QR code for a foreigner in Russia?

Foreign citizens in Russia will need to submit a negative PCR test to visit public places and mass events.

 

Foreigners working in Moscow can get a code by filling out a form on the website immune.mos.ru . To do this, you will need information about the series and number of the identity document and the number of the patent for work in the Russian Federation. At the same time, in order to obtain a QR code, the data must match the specified data during vaccination, registration of the disease in a medical organization or passing a PCR test.

 

Also, information about vaccination is available in the personal account of foreigners who have a confirmed profile on the portal "Public Services".

 

Now foreigners in the Russian Federation are vaccinated with the Sputnik Lite vaccine, depending on the region, this happens at their own expense or at the expense of the employer. In Russia, vaccination certificates abroad are invalid, since foreign organizations do not transmit information about vaccinated people to the Ministry of Health and such information does not get to Public Services.

 

Is it possible to show a vaccination certificate or other document instead of a QR code?

At the place of document verification, in any case, you will be asked to present a QR code. You can show it using electronic or paper media.

 

Since November 8, the form of the covid vaccination certificate has changed somewhat, now it contains more data: detailed information about the owner, data on vaccination, revaccination, information about the presence of medical contraindications to vaccination, information about the transferred covid. In addition, the document provides a place for a QR code.

 

If desired, citizens can receive a certificate on paper, along with all the necessary information and the corresponding QR code. To do this, you can print it yourself using your personal account on the portal "Public Services" or contact the MFC. For those living in rural areas or in remote territories, the document must be provided by the executive authorities of the subject of the Russian Federation in the field of healthcare.
