'We don't completely accept that this was arbitrary,' Holbrook said.

Specialists said no fatalities have been accounted for except for that eight of the casualties were taken to the emergency clinic.
Of those eight, two were in basic condition and six were in stable condition, Holbrook said.
The casualties went in age from 15 to 73, he said.
