After earlier limitations were eased, he added, his clubs had a chance to rebound, but any money they gained was stashed aside.

"We've been walking on eggshells the whole time because we have never know what's going to happen," Mr Joseph added. "It's as though I'm always in survival mode."

 

The additional limits, he argued, "don't make any sense."
